If I understand you correctly, you want to merge blocks and backgrounds. For that just take the blocks and paste them on backgrounds (not vice-versa).

For loading, user could select an area in appropriately sized world (new, same or any other) and click a toolbar button, which will then upload the blocks to relative location.
For uploading, user selects an area to upload and clicks a toolbar button.
Make new buttons for both so it's easy to differ between full and selective loading.

I added coordinates for loading a part of a world, and coordinates for uploading the part to some position in the world.

I added Replace > BlockID. Which will replace any block/background with a block/background.
Here you could add block previews and possibility to find/sort blocks by entering the category name.
Also the create button gets hidden if you uncheck coords option.

With all blocks added it will not be much to see on the edit frame.
As a start, you could check, what packs does the added account have and hide others from view.
Doesn't really help people who have been on EE for a long time, but it's something.
After that, you could do some kind of auto-organize feature that places the toolbars as tightly as possible (while displaying all blocks), depending on window size.

I saw that EE2 added a new option "Enable Block Picker".
Do you like working quickly by using the block picker, but you want to do boss levels as well? Turn the block picker on or off here.

That doesn't seem to work for me, it just selects the air block like normal.
In Minecraft it works by middle click, but that doesn't work here either.

First of all, I believe this topic should go in update discussion.
Second of all, stop your whining.
There is nothing in builders club, aside from the aura, that you can't get normally. Julian even said it is not meant to be EE exclusive, it is just for builders who want unlimited of each item.
I personally enjoy the update, partially because I get a 3 free months for being beta, but also because now I can focus on spending my energy only on worlds.
And if you don't want it, then don't get it. You won't be missing out on anything.
