I read NPC blocks if used too much to would cause lag so to prevent that you sold them 1 at a time. If you sell 1 block of text for a reasonable high price and make it so the player cant buy more than ~10 text blocks it should work. Unless it would still cause too much lag, but would it really?

I feel like the label block is unpolished and was never meant to be used for building. It breaks some rules every other block has, like overlapping with nearby blocks, or even the edge of the world. This is speculation, but it was likely added just for the original tutorial world. So I can understand if staff members choose not to add label blocks for sale.

I'd actually really like to see the text block added for everyone. Every new feature of the game breaks old "rules", that's why they're so cool. It could just be edited to not overlap with the edge of the world etc.
I think the text block is something that people would use all the time. It's a lot nicer to read than signs anyway.

Perhaps a new label block could be made. The font would be monospaced, and each letter would fit into a neat 16×16 space. I think that would look better than the current label. I remember somebody creating graphics for that, but I cant find it right now.

NPC don't cause any lag, the reason the NPC is sold like that is because each EE world has a weight limit (250 kB iirc?) and the NPC blocks contain three strings in a single block (that adds a lot of weight to the world file), and once you reach that limit you can not save the world anymore. However, regarding framerate, the NPC dont create any issue, nor do signs, because such text is only displayed when the player interacts with said block and then the dialog hides. Text blocks are entirely different, not only do they overlap over blocks, but they are a string (with also a hexadecimal value for colour) being constantly displayed in the screen, which is what causes the framerate issue. Experiences with EE illegal clients which do allow text blocks has shown us that users WILL abuse such text blocks, rendering the game even more unplayable for some people

Actually four if you count the name of npc.
Small one-line labels don't cause much lag
But labels that contain long multi-line texts, especially if there are many of them - do
I once tried placing label with over 10k letters just for sake of it, everybody in the world crashed, so I capped max amount if letters to 250, but still label might cause a lot of lag.
Also I don't want to give another tool for noobs to mess their level up with overlapping on blocks labels
If you have a very good world and you really need a label to make it better - ask any we staff members, usually we place them when they are needed
