Probably suggested a million of times but couldn't find a topic.
So it'd be a flat coloured backgound block, where you can choose the colour yourself. The whole ingame art thing could turn upside down! Not only could you always find the perfect colour you're looking for, but also do stuff like gradients. And no, this would not make all other background blocks useless, since these would only be flat coloured without any textures.

They'd store one hex number, and all the locations of where that certain block would be placed.

world portals store only 2 decimal number ranging from 0 to 999
color pick bg block would store a hexadecimal number ranging from 000000 to FFFFFF (which is from 0 to 16777215)
as for the signs idk, i think there would be saving problems if you filled an entire 200x400 world with signs

it always has been the solution
ee has always stored a block id and then a byte array of the X and Y of the locations the block it is in

I think it's cool for in-game art but when people do minimap art with it, it's just ridiculous because there will be insane people spending months on one level and it will be hard to compete. Also, it means we won't have any levels made by those people for a long long time.

Referring to minimap art or ingame art?
I had only ingame art in mind, but it surely would destroy quite an important aspect of minimap art. That's one of the reasons why I stopped making music on EE too.
I don't think it would have a similar effect on ingame art, or maybe it would...
Making beautiful things out of simple materials is something I love in life. I enjoy creating (ingame) art ideas with EE's limited blocks too, but I have a feeling that creating something very unique is super difficult on EE right now. That's why I thought of these blocks, since it would be easier for players to create what they want without having to check all the blocks to see if any fits their needs.
You've got a point though. That browsing through blocks and working with limited colours has always been a part of EE, so it'd feel weird to suddenly have so much freedom. The fun of creating something out of nothing might go away.

Well not exactly. I made the same point in the other topic. When artists start using massive numbers of colours for minimap art, it raises the standard and everyone else may do the same thing to fit the new standard. And that means it takes longer to make good worlds, so good worlds become rarer.

How about having only about ten or so different "hex background" blocks, each with a setting that changes all instances of the background on the minimap? It would act as sort of as a "palette".
