None of these come in the form of a block you can stand on. The slow effect can somewhat emulate it but I do think that a new block for this would add some new functionality, albeit one that I don't think will be too widely used.

What if there’s a block that just completely resets your momentum when you touch it. Is that what you’re asking for?

uhm doesnt all blocks stop you rmonumentim on it if you stop moving (except if you came form arrows/boosters)

but a glue block liek asdruska is mentioning could work well greatsly steals monumentium from you wehn you walk over it (cant reach 0 obviously)
