except this has happened to me, with 111.9 Mbps download speed and 20.8 Mbps upload, which i wouldn't call bad internet. perhaps try loading the page yourself, before instantly assuming it's from bad internet

I have no idea. My PC is broken so I can't check what's wrong
For starters u could use chrome's development tool to check for errirs on console.

Seems to be because they downgraded from their paid plan to the free plan.
You can see why I think that by going to their css file.
Might be that they're preparing to shut it down, deciding that fixing the security issues for the last month or two would simply not be worth it.
Of course 100% speculation...
