It’s not Time Manipulator. According to Luka, if Time Manipulator used his time warp ability, it will show this to the public:

Anyways, this sounds like it'd be more beneficial for the Mafia than any of us.

The announcement sounds like an Innocent Child to me. I'm sure asdruska will be able to confirm that.

The skipping of the day thing does indeed mean 2 night phases in a row. I presume it's a factor of the role that encourages the player to activate their ability sooner rather than later but it also wouldn't surprise me if there was some way the ability could be externally activated. Eg. a redirected lynch.
