So should I spend the 66 gems I've had on my account for a few years now or will they somehow transfer to EEU?

All the purchases you make on EE right now will be recorded and are included in calculating whatever you get in return in EEU

you will get jewels back in place (more jwesl then gems becuaase ofrmula or whatever changes) you can eepdn but dont need to
