Fun fact: When you receive the "clear" message, it contains 2 arguments with the block IDs for the border and the world inside respectively. But, it doesn't allow you to send said arguments to perform clearing how you want.

How about /clear for clear with gray border, and /clearall for a completely cleared world?
That'd be more user friendly than having to define IDs and stuff.

I guess /clear can be checked if it has arguments to perform a clear using the specified arguments, or default (gray border) if none's specified. More versatile than 2 restrictive repetitive commands.
/clear - Default clear with gray border.
/clear 87 4 - White sci-fi border, and world filled with no-gravity dots.
/clear 0 0 - Full clear. No border.
This would be even more versatile if we could submit backgrounds together with blocks, 4 arguments in total.

I mean, we could just have both. But if we're speaking strictly about clearing a world as this topic suggested.. a simple /clear and /clearall would work best for that.

clear shoud be clear as it cleasrs the world clearall could work maby this is where /fill comes handy /fillall /fillinisde /fillboarder and /fillposition (X,Y X,Y) (fill ins a sqyare of choicce)

It's not losing it's function. It's still getting rid of whatever was in the world and filling it with user arguments.
And the reason for us pointing this out is because it's already part of the protocol. We have no idea why it isn't fully implemented how we want, and now I have no idea why you would be against it.
