Maybe because if every red block would have the same exact color of red minimap art would look bad with only 7 colors or something. It might look like a bad color but it's a different color from for example a beta block of the same color.

The 4th 'color' is transparency, and that isn't in ee /bgcolor because what would show up behind the bg then?
