Disabled minimap issue (implemented)

I think, world owners (or even god mode players) should be able to look at the minimap even if it's diabled

EDIT: spectating players same

god mode players possessing the ability to view minimap is a bit controversial though, imo

world owner and editable player not godmode players or just an opttion of godmod epplayers can

EDIT an block to togle map on/off for some players liek an effect would be cool too
