The following flags are simple ones whose designs could be replicated completely, ignoring minor issues with positioning:

White flag (France), including pole:

The following flags have some small details left out from their design, such as symbols:

Belarus (has a pattern on the left)

Barbados (has a trident):

Spain (has coat of arms):

Somalia (star is five-pointed):

Lichtenstein (has a crown):

USSR (has a hammer and sickle in place of the neon decoration):

Denmark or Switzerland (plus sign has no "serifs"):

Vietnam (star is yellow and five-pointed):

Qatar (spiky transition from red to white):

Norfolk Island (has a tree):

Malta (has the George Cross):

Madagascar (has a white band on the left):

Honduras (has stars in the white stripe):

Guinea-Bissau (has a red band and star on the left):

These are not wholly accurate due to EE not having a wide-enough arrange of colors or patterns. Some of the designs are also scrunched a bit to make them fit in one block. Help out if you'd like.

question: is it possible to take images of all the flags and enumerate all the different visual pictures of each EE brick/background stacked on itself to find the closest visual match?

My first thought is "yes, do a complicated EE artist thing" but then I wonder what limitations there are for a simple color comparison. Could we somehow generate weak vector representations to compare?
