In most places in the game they are referred to as Worlds. (yes, internally they are rooms because of playerio but they are also worlds in payvault so idk.)

A world is what contains a level. Whenever you a buy world from the shop, it now exists, hence is already created. I think Level Creation is a better name.

I'm definitely a connoisseur of pedantic argument, so I can't pass this up.
Honestly, I could see "level" as being something that one is trying to complete. Not all rooms are intrinsically playable. Some are completely art or other such nonsense. Can one really gain the same satisfaction as completing 100 minigames as they do simply by listening to someone's music?
So I would argue that because not all content created in Worlds are Levels, we should name them Rooms and Room Creation. This is because content in [modifier] Creation includes art tutorials, which can be used for world content that does not ultimately result in a level.
in sum, this argument only applies in a very small sliver of the larger subset of content on EE; but, I feel the argument is sound albeit fussy
