right now every region of earth celebrates the new year when the time on their clocks strikes 00:00:00 jan 1st 2018
the people that live in the far east regions celebrate it first, the people that live in the far west are the last

technically, a year is when the Earth makes a full cycle around the sun
thus, a new year is when earth passes a specific point or line in its orbit, finishing the cycle and starting a new one
lets call it the mighty CYCLE FINISH/START LINE
since earth is a spherical object (jk its flat) and passes the line at a specific speed, each region of the earth will pass this line at a different point in time

one complete orbit cycle = 1 sidereal year = 365.256 days = 31558118.4 seconds
thus the time difference between point A and point B for entering new year is:
31558118.4 * 6371 / 149600000 ≈ 1343.96 seconds = 22.4 minutes
thus the people living in point B should celebrate new year 22.4 minutes after the people in point A
(and not 12 hours which is caused by time zones)
now, you may ask WHEN do we start celebrating new year???
the answer is so S I M P L E
to begin with,
RIGHT NOW the celebration cycle starts east of japan and ends in the pacific ocean doing this cycle in 24 hours

people start celebrating new year on the international date line, and then celebration proceeds along the red arrow
point C is an example, showing that if people in the point C celebrate new year at this very moment then it's midnight (00:00) here and the sun is on the opposite side from earth
THE WAY IT SHOULD BE: the people should celebrate the new year 365 days after the previous one, BUT
