There is a bukkit/spigot plugin I know that allows people from different minecraft versions to play together. It allows all versions from 1.4.7 to 1.12.2 together.
IIRC, blocks from newer versions are shown as bricks on older clients. I don't know how PVP works across versions though.
The plugin's name is ProtocolSupport, and could require ProtocolLib to work

im running issues with allowing multiple clients on the server so ill figure that out later but heres the IP:
