You can't. It'd be hard.
But if you tried you'd be warned for abuse of the report system. That kind of thing isn't to be taken lightly. But if it's in good faith then you're safe. It's impossible to accidentally or purposefully sound the alarm all by yourself.

What exactly is a raid?
Is it the creation of multiple spam, hate or advertising threads? Do lots of posts on other threads count as a raid? Can a single thread or post be a raid? Is it the creation of an arbitrary amount of content of which a significant amount breaks the rules?
I wouldn't know when to tick that box unless it was pretty obvious. Did those threads in off-topic yesterday that got deleted count as a raid?

I asked for a definition because you've said nothing about what counts as a raid.
A spam thread gets locked, but "cheap passports visas birth certificates" gets deleted. Is one a raid, or are both? Does the amount of content matter? - can a single post or thread be a raid? The type of content is relevant, but in what way?
If you want people to report raiding as if it were another type of warning then you need to define it. Currently there's the circular "This is a raid because multiple people think it's a raid", and I'm gonna need something more concrete if a player's getting permabanned over it.
Or is it entirely unnecessary to define edge cases because ultimately a mod's gonna see it and make up his/her own mind?

If a person has dedicated their account to flooding the forums with content that does not contribute to any discussion, that is a raid. There don't need to be 50 posts already made as long as the intention to do so is there.
I would not include spambots in this as they typically only make a few posts and don't massively disrupt the forums.
Examples:
User gets buttmad about staff moderation and decides to resolve this by repeatedly making topics and posts containing nothing but the phrase "DEMOD BUMMERZ6"
User gets bored and decides to resolve this by repeatedly making topics and posts containing a large variety of pornography.
User becomes convinced that the forums are operated by NSA spies and decides to resolve this by repeatedly making topics and posts warning users to stock up food supplies for the oncoming nuclear winter.
Bottom line is that there is a real person (usually not a bot) with malicious intent to try and disrupt the normal use of the forums.

Please see the above post regarding whether or not you should check the "This is a raid" box.
Generally we don't consider spam bots raiders because they quiet down quickly by themselves after just a few posts, and the topics quickly sink to the bottom (unless people keep replying to them because they think they're funny). Bots that post massive amounts of crap are fair game though.
