Not really, some of the shows there are actually pretty mature despite being cartoons.
Steven Universe, Regular Show, Gumball? All shows made for the younger demographic but also the older demographic.

You're right, it is just Emalton's opinions, which I can't really argue against. But I can express how I feel about other peoples' opinions if I feel they might be biased.
While Emalton's post doesn't say that all new cartoons are bad, it really gives off that vibe to me. I enjoy both 90's cartoons and cartoons airing new episodes right now. For me, personally, there's a lot to enjoy from all sorts of time periods. To say that "the good stuff is the old stuff" seems kind of like a generalization to me, when there's such a large variety of styles within western animation.
Many people believe that what they grew up is better than what comes after. Emalton considers Chowder a new cartoon while I consider it a classic one which I assume is because of age differences. Maybe that means I just haven't gotten to my grumpy old man stage yet.

chowder was good. it was wacky and fun. Albeit it had its faults; its not very educational, there is not always a message, some of its humor is crude. But it was entertainment. and its by far not the worst thing cartoon network has made --> teen titans go.
Chowder had some good meta humor.
its art style was interesting, did anyone else who watched it notice the textures of the charterers did not move with them. it was as if each character was a window looking at a wall of texture. you could see different parts of the texture as they moved around.
