IMO the best way to do this, is to livestream the selection.
The process will be as follows:
1. Announce time of selection, with livestream.
2. Go to random.org
3. Use the list randomizer
4. Randomize the list.
5. Count the first X people on the list as winners. (where X is #gems/50)
6. Distribute codes.
7. No drama.

with there being 9 prizes and 61 participants, the chance of getting a prize is 9/61 which is 14.75%

besides, list randomizer means the same person can't win again. I mean, I'm cool with that, but that differs from the C# algorithm (IIRC) and should be noted
