that could be like texture packs minecraft had ages ago
however it will have no use unless you will be able to zoom in/out because blocks/smileys will still take 16x16 pixels and textures will be just compressed

SVG - Scalable Vector Graphic : so I can make it 1 million by 1 million pixels when exporting to PNG (in the PNG they're 280×280)
Obviously smilies wouldn't be this big but if you were to play full screen a 16x16 smiley is just a little too small, might want to boost it up to 32x32 or 64x64

It's a good idea and I'm for it, however SVGs are painfully slow to rasterize, and are a lot slower to make than a 16x16 sprite.
Even with a basic SVG, each pixel can take around 5e-8 seconds to rasterize. If you need to rasterize 100 64x64 images, you'd be looking at a cost of around 5 milliseconds just to render the images. That's definitely fine if we were to cache the bitmaps, but definitely not suitable for per-frame rendering. At that point, we might as well just stick with bitmaps.
