I have unpacked and it say
Windows can not access the device , the path or file specified. You may not have the appropriate permissions to access the element .

Where is the .rar located and to where are you trying to unpack it?

Try and make a rar yourself (just select a couple items, right click and click "add to archive"), put that rar on your desktop and try to unpack that one.
Does that work or give you the same error?
If the custom rar gives the same error, try extracting in a different folder.
