BILLC1PHER - Who is he?

Someone named "BILLC1PHER" sent me a friend request a few days ago, and I decided to accept it and see who he is. Here are some things:

1. Never chats (no quickchat too)

2. No purchased worlds (o_o)

3. 5 badges; Adventure league, Puzzle pack 1, Ancient ruins, Tunnel rats and Tutorials.

What do you think? Is he just a random noob?

This takes me back to when I was like 7 years old or something and I added everyone I saw on runescape. Maybe BILLC1PHER is just a new player who saw you in a world and decided they wanted friends, so they added you.
