Unless a user is drawing inappropriate material, there is nothing we are going to do. If it's your world, then you have all the power you need to prevent it. Remove their edit, kick them, or change the world code.

It's the world creators fault if someone can spam keys, and prevent users from playing. We're not banning for that.

The amount of spam reports is ridiculous, they wash out all of the legit reports. Bans are being issued for nearly every spam report sent in.

Ok. I don't get why we shouldn't report cheaters (who use hacked clients)...
What if a cheater has the code? What if a cheater keeps on hacking edit and you have no power? What if Meredith comes in and steals the world for herself? We shouldn't report it?! I never understood why we shouldn't report cheaters. It should be strictly against the rules since it violates game mechanics through exploitation.

I would also like to add onto this and say, do not report people for swearing UNLESS they are dodging the censors. Getting so sick of seeing reports for swearing.
Each day when I check the reports it basically looks like this:
5% - Good legit reports. (Ex. Spamming, Inappropriate usernames, Censor evasion, Inappropriate links, etc.)
20% - Reports on swearing. (Does not include censor dodging)
20% - Reports where people are trying to PM each other.
25% - Reports on "Hacking"
30% - Reports on trolling.
Pretty sad in my opinion.
(Note: This could be slightly off as I'm not actually doing any math, but I'd say it's a very close estimate.)

Give the people only certain options of the following pattern to choose, when they report.
Also make some of the options so, that the report will actually never come to you.
Reveal in the forum which report topics will be sent to you and which are fake and will be deleted by the system.
Fake report topics:
- trolling
- spamming
- no edit
- hax
real report topics, that will be sent to you:
- inappropriate behaviour (actually means really hardcore and report worthy behaviour)
- improbable movements (means real hacking)
- ...
- ...

You could make a report window when /report is typed in chat that displays all real offensive and some fake ones that you receive spam reports for. Add like a timer or something so they have to wait x seconds until they can proceed with the report maybe

There's a game I used to play regularly, WarLight, that has a pretty good warning system.
They give the player a drop down menu, from which they give many offences.
Most of these are not valid, such as "they broke a truce", but these are likely to be chosen by players that don't know what to report. After clicking one of these 'invalid' options, this shows:
This explains the situation nicely to the player, and doesn't add a useless warning to the queue.
I think something similar could be implemented into EE, with all of the options listed in the blog post.
