if his name is on the bottom of the list, (and he is not on your friendlist of has not chat) it means that he's many time there, so it's not hack

You mean someone is hacking just he have god or edit? Or flying? Please. TOOP always give the opportunity to get code or god in his level, so this is not hack. And, if TOOP isn't in his world, then:
