I'm not sure, since I never ran any bot other than mine, but .net are supposed to stay compatible with previous versions, I think (If you have 4.9 installed, you should be able to run 3.0 and 3.5 apps)
Maybe try running in compatibility mode as 7/Vista/XP (I know XP runs 3.5 and 4, so maybe it's the way to go)

Almost! You also need to have the matching CLR installed. There are two common versions of the .net runtime, CLR v2.0 (For .NET 2.0 / 3.0 / 3.5) and CLR v4.0 (For .NET 4.0 / 4.5 / 4.6 ).
It should be possible to compile EEArtist against CLR 4.0 if you get someone to compile it for you.
It would be easier if you just installed the other runtime from here http://www.microsoft.com/en-us/download … aspx?id=21. (I am assuming you were trying to install .net 3.5 from windows update)
