Python is a good starting point to get a good understanding of how programming works (plus use Python Turtle or something to get pixel art in your code idk, make a text based adventure or something)

i don't think i've seen very many visual novels made in rpgmaker. ren'py, maybe, which uses python.
and even still there's not really a huge coding aspect when it comes to rpgmaker at least, which uses Ruby. unless you wanna do more complex things.

tl;dr: get a dartboard, write down the languages, throw dart to see which one to learn.

People just forgot to tell you that the last thing you'll to do after finishing learning a programming language is make a game, if you don't learn an engine of course. (An engine will only require you to know the basic of its language)

Tl;dr: PHP isn't designed well and isn't a good starting point for a learner.
