Do you think I could just leave this part blank and it'd be okay? We're just going to replace the whole thing with a header image anyway, right?

maybe the whole report system should be unlocked with beating the tutorial or the puzzle campaign...after the next update ofc. This could function as a noob protection.
You shouldn't need to unlock the report feature, its not like its a privilege.

Exactly, and what does beating a tutorial world prove about your maturity?

Maybe unlock just after the user read all the rules or something.
This is a false statement.

I think the problem lies in the reporting system itself. The user is given an almost infinite set of options in the "reason" field.
Possible solution: reduce the options. Make the user select from a list of reasons why they are reporting the user. Include reasons in the list that aren't report worthy, and inform the user when they choose them. Sort of how Facebook's report system works.

This was discussed a few times, and we all agreed it would be the best solution.

How would you submit picture evidence, though?

I think if there's a drop-down list of reasons, a box to enter additional information would be a good idea.

Perhaps. It'd have to be fairly extensive though. I've wanted to report people in some games (like Guild Wars 2) for reasons that didn't fall into any of the categories but were still legit concerns.
No u.
