apparently putting on a party hat makes your eyes aliased and centered

its because the smiley has a really rare eye disease that makes his eyes exponentially seperate until his skin flaps stretch to the point where they rip

so wearing the yellow hat prevents his eyeballs from stretching and therefore turns him into a normal smiley

the party hat smileys were intended to replicate all of the default (happy) smileys with party hats on so it's greatly implied that they would look like all of the default (happy) smileys with party hats on
