I've been a member of another forum for 2-3 years and when I moved over to this forum, I discovered that we couldn't view the "Who's Online" list, or at least I can't. This is why I would like this feature to be included. Also, the forum should make things easier to see when the user was last active, not last actively posting.

No, no. That's not what I meant. In fotums supported by SMF, there is a plugin where it allows one to view the Online list. The one already implemented on the forum are those online, but rather by people last active, it's by username. Sorry if it wasn't clear before.

It's good for private chats, you get a sense of knowledge when they were last active.

This is possible. Administrators and moderators are already able to view last visit times, so it'd probably be easy enough to add a new "Sort by" selection on the user list or something.

That's been requested before, and it's easily possible, but it got a lot of conflicting answers last time so it didn't end up getting added. Maybe the idea will do better this time.
