I don't think you can, unless you'd load somebodies profile and the deconstruct it to check if somebody has a smiley.
Otherwise:
Best you can do is lock new players in a lobby and teleport them once they have put on the smileys they are required to have.

PayVault is where all the items you bought are stored.
If you wanted to check if a player has x block pack, you'd use the payvault.
And the same goes for buying stuff through C#.
You can access it through a PlayerIOClient.Client.
