750 miliseconds works fine for me too. I have a Messager class in a seperate thread so that one just posts it's messages as fast as it can while the rest of the bot just keeps on running.
The problem is that if that delay would be deleted, spam bots would pop up everywhere. And good luck chatting then.
P.S. Don't go complaining about authorization ways so you can get the delay deleted, that too will be somehow bypassed.

There's a huge difference between
Adding bot features.
And
Removing existing code.
The delay is meant to be there to limit spam.

I think users should gain reputation proportional to:
- account age
- frequency of being reported (this would lower reputation)
- amount of items bought
This reputation would allow users to send chat messages faster and some other perks, as someone who wants to spam would have to make a bunch of really good accounts, spend a lot of time on them (which would be a hassle.)

Even though the account age would be a perk for me, I don't agree to it, same to items bought.
Some are simply new, but that doesn't mean they're less of a fan or less reliable than the old folks. As am I sure there're plenty of spammers with old accounts.
Adding amount of months a player has had builderclub I'd personally also dislike, since some people just don't have the money to pay for a game like EE.
And I guess the items bought is also somewhat related to the age the account is...
I like the idea, but it needs a LOT of polishing.

Well, this could be revised to be the amount of valid reports that have been confirmed by a guardian and you have received a warning, notice or punishment. This wouldn't necessarily take away your ability to chat, but the more you are reported the more things that you say are scrutinized.
Consequently, the users who report someone and that report is valid, they can chat more perhaps.
