If you mean how to create art, here are the steps.
Either buy photoshop ($30) or download GIMP (absolutely free).
If you buy photoshop, I can't help you.
If you buy GIMP, I have a sig making tutorial in the 'Creative' section somewhere.

EDIT: Ive tried downloading GIMP but ive been unsuccessful, and I've tried it again and no luck. How about a guide to downloading GIMP? 'Cause I've figured out that once finished, you can upload it to Photobucket and get the url of the picture from there to here, and the picture will show.

I just, cant find the icon or whatever it is to start the program.
You don't need a great image editing program to make smileys and blocks. Just use paint.

It's in the bin folder. Open the folder then hit the GIMP icon.
