Yeah, but they took Dan Harmon out of his position and put some people who made a failed one season show in charge of it.

My theory is that NBC wants to get rid of Community, but knows that the fans will hate them for it, so they're trying to make it worse so that people are fine with them getting rid of it.

Community is great, but nowhere near the best show.   Laugh for laugh, Impractical Jokers is the funniest show ever, but the funniest sitcoms are HIMYM and Modern Family and...(etc).   Drama-wise, Dexter and Breaking Bad and Lost are about the best shows ever.

Yeah. Grim Adventures of Billy and Mandy were perfect. All hail!
The only cartoon that I think matches the Grim Adventures' standards is Ed, Edd and Eddy.
Come to think of it, they're both quite similar. Three main characters, one of which is stupid.
And that's about it.

Ed, Edd, 'n Eddy was, indeed, awesome. Grim Adventures was similarly awesome. but I think the all-time best cartoon in all of history is Courage the Cowardly Dog. It's just... amazing, because it's not supposed to be funny, and that's not something you see in cartoons a lot. They just don't make 'em like that anymore.
