Voting? This isn't a democracy. There's not that many people who we would make a mod. You guys always say get new mods, but who? Name 3 people who would be good and don't have a single warning.
I'm not saying that I want to be a mod (I might become one, I don't know), the forums need more mods.

a single warning? no one is perfect, with or without warnings, I find this silly.
+ there are a few mods here that have almost no reactions.
btw I got a warning in my first day here as a user just because I double posted, with no excuse or exception. So...yeah I think that judging someone because of the number of warnings is unfair, especially if the warnings are old and because of some minor errors like lag double posting or stuff like that. just saying.

Having no warnings is no requirement, it's a pré.
IIRC Different had 2 warnings when he became mod and he does fine

There's plenty of mods when at least one is online for all hours of the day. Not when you look at a thread and randomly decide so.
If you want to see if there's enough, just look at user list. Ignore the mods/admins that don't actually do anything, count the rest on your free hand, then think about it for a while.

I only see them online in the mornings and at night...
I guess there's not plenty of mods then.
If you want a best case scenario, there's 5 mods and 7 admins. 24 hours for 12 people is gonna be 2 hours uninterrupted with no overlap for each and every one of them.
If you want a realistic case scenario, there's likely about 6 of them that do anything. 4 hours each every day with no overlap isn't sounding very likely, is it?

Okay, honestly. If Mods were to be selected, they should not be voted by people. They should be decided by the admins. NOT the people. We got Different and Chewy as mods, thanks to the people. But... they have gotten better. I can admit that.
But yeah, democracy is what shouldn't be used for mod selection. It should be the admins.
Democracy shouldn't be used at all. Just look at America.
My request is that, whoever it may be, to simply choose someone. It shouldn't be something that takes 5 minutes to decide, and it shouldn't take more than an hour at maximum to implement.

However, let's consider what admins we have available to do it:

Cyclone - Maybe.
RPGMaster2000 - Sure.
Rurigok - lol

Have each admin and moderator pick 5 people they would like to be added to the faculty.
Tally the votes.
In the event of a tie, they vote again.
It's that simple.

Different and I were voted highly on, I will admit that, but we were CHOSEN because we showed qualitys the staff liked. Also, I didn't mean it like that. Having a warning doesn't mean you can't be chosen, it was just a way for me to make sure noobs didn't say noobs. Also, I don't think the guys we are looking at have any warnings, at the time of this post.

I guess having them pick a few people each could work. The fail admins would presumably either pick no one 'cus they don't do anything, or pick randomers that the good mods won't.

As far as I can tell the forums are perfectly fine. I mean whatever little spam we do get is taken care of by the mods. Plus the mods all have different time zones so it's very rare there isn't one on here.

7 people, nearly 4 hours a day each to cover everything. Do you actually think they're on that much? Personally, I think a few of those you mentioned aren't really worthy of being mods/admins anyhow.
