You need to work out what you’re asking. Ninja is a smiley with its mouth hidden. Purple ghost is accepted as a smiley and has no mouth at all.
I think the answer is obviously yes. A more difficult question is whether it’s still a smiley if it has no eyes.
Also I don’t think it’s a staff member running that Twitter acc.

This thing is not a smiley imo, but that could just be because I think it's ugly.
Honestly as long it has some KIND of face, it's a smiley I think.
