is it a virus or hacker?

i can hardly use my laptop, all images are broken, most of my apps don't work, and most of the websites,roblox,ee,reddit,youtube can't load or is blocked accees???

also
I downloaded peerblock and its blocks over 3 million ips.

You should try to scan with MBAM. The infection sound more like ransomware because of locked files.

Well, your parents aren't the sanest of people from what you've described, so if I had to venture to guess, it's likely a firewall or filter they installed to prevent you from being indoctrinated by all this "public education material" -- home schooling is the best!

I'd suggest installing Tor browser and check whether sites load, and reply whether they do or not. If they do, your primary browser is either **** up or your parents are filtering ****. If they do not load, then your operating system is **** up, possibly from malware but equally as likely from user error or wonderful Windows automatic updates.

You could try to change your DNS provider to one which is not automatically provided by your router. I would suggest https://1.1.1.1/ or Google DNS 4.4.4.4 and 4.4.2.2

MBAM = https://www.malwarebytes.com/mwb-download/thankyou/
You don't need to pay. Just scan and check if there is some virus in your computer.
The extra layer works in 15 days which you should activate to see if MBAM find something more.
You can remove MBAM after that if nothing is found.
