lrussell and megalamb still keep their roles as mods, and the ones who quit did little to nothing, so i think everything's fine for now
n1kf does seem somewhat levelheaded. And bones1 is technically off topic here. Does he even want to? Do we even have a capacity as a community to pick people, or do we actually harm their odds by bringing them to light?
I hope this whole "(insert name) for mod" doesn't take off.

Your over reacting because he would likely do what a moderator is actually suppose to do.
Rules are like laws in EE, they are not to be taken lightly. The appropriate warning or punishment should be given not deciding it by sentimental feelings.
I say let the administrators look and decide. A nice possible way to do this is for a admin to create a topic for EE-Moderator applicants and let people post their 'resume'; basically saying why they think they can do the job and are credible.

and on the other hand, with that idea we can avoid this community-vetting process of "I think user ABC should do this" and then "lol no screw that guy" -- some people might not welcome the scrutiny or even want the chance at a position.
