If I recall correctly, the second government abruptly disappeared for about a year. Not often were the staff's intervention necessary to keep things organized. Unlike the Real Life world, the Everybody Edits world does not allow players to physically harm each other.

Somebody offending you? Do not care about it.
Somebody harassing you? Ignore them and avoid them.
Somebody ruining your level? Remove their edit.
Somebody illegally bribing/blackmailing you? Notify Real Life authorities.

While I do support an authority and a set of rules, I just thought this was an interesting point I would bring up.
