Forums, Mods, and Secret Admin Superweapons

We've decided to make some changes to these forums.   One, you can see, is the new theme (thanks, Toby!).   Here are the others:

Forums
We're going to be moving the forum and category structure around a bit.   We have already moved General Discussion to the EE category and created a Forum Discussion forum.   We have also deactivated all posting and replying in the Beta section of the forums (as we feel their purpose has not been fulfilled).   If you have any suggestions or feedback for the current structure, please, feel free to leave a comment.

Mods
We have three new moderators!  

Global Moderator: Chewy
Everybody Edits Section Moderator: EDJ
Feedback Section Moderator: Different55

Official Warning System
Finally, we've revamped the warning system.   Here is an overview of the new system:

3 warnings - day ban
4 warnings - week ban
5 warnings - month ban
6 warnings - permanent ban

Breaking a rule results in 1 added warning, with some exceptions:
Rules 2, 5, and 7 are worth 2 warnings.
Rules 12 and 14 are worth 4 warnings.

Liking the new look, much more professional. Seeing as you've introduced a new navigation bar, in my opinion, if possible, you guys should remove the old navigation bar at the very top of the screen, to make the layout look that tiny bit better. I also think you should darken the colour of the bar above posts and change the background of the create post forms.

Other than that, it looks a lot better, in my opinion!

Yeah the old one needs to be removed, especially because the index and user list already is incorporated in the new one. If you can fit the rest of the options to the right of the new bar it would be great
