Where are People Getting the Voting Idea?
In almost ALL the easter levels submitted, people are saying "Vote for me" or something similar at the top.
I thought that a few judges would decide, not the people...
I stumbled upon a chatter working on his easter level, and he says that when it gets to the top ten the people vote for the best level. Is this true? Or is it just a rumor that people vote for the bet levels?

It's all up to the judges. Some people think they're know-it-alls. Or rather, they know they're know-it-alls. RPG stated in the level submission topic that the judges decide everything.

Last time the best 10 levels were chosen, then you had the ability to vote for which one should win.

There are four judges right now that will check out the levels. Of them, I'm pretty sure ravatroll, ruri, and RPG are, plus one more, perhaps different or chewy. The judging process will be entirely based on them.
I hate tall signatures.

RPGMaster2000 already said the confirmed judges:
RPGMaster2000, Cyclone, EDJ, Rurigok and RavaTroll.

when the judges pick the top ten out.. there was a poll on the blog with the top 10 and you had to vote for your favorite

No...because he had no time and got bored with EE 
On the one hand, I'm glad judges are picking the winners because last time there were many idiots who played 1 lvl and then voted for it, only later to find out they wanted to vote for something else. Additionally, voting systems can easily be tallied with (proxy voting for example).
On the other hand, it's only a group of 5 people rather than a mass of people giving their opinions and personal flavour might make a difference.
Still, with 10 winning groups the system should work great
