It seems completely arbitrary you can't e.g. spawn players, or give yourself edit

Yes, that's what it says for the cheats that are enabled upon completing the campaign. Trying to get edit or summon players shows a popup like that without the "this will be available upon completing the campaign" bit, and completing the campaign doesn't enable them.

Close. It only /kind of/ works.
I beat Cold World and got the true ending, and then I was indeed able to use moderator mode and cheat to my pleasure. However, once I left and rejoined, I got that message again.
This is indeed a bug in EEO.
