Why are most rules/guidlines posts per subforum made by normal people?

I was checking forums and I noticed that most stickied rules/guidlines posts were created by other people. Why aren't they made by Diff or some other staffmember?

I think lots of the people who wrote subforum guidelines were staff at some point.
