Double Target/ID Portals.
It would work like this:

ID -[0]+ or -[0]+
--------------------------
Target -[0]+ or -[0]+
It will pick randomly, this would be useful for rng systems.

RNG systems are already possible. If you have multiple portals with the same ID then any portal targeting that ID will randomly choose which portal to send you to each time.
