Add a block option

Add a function to block messages from people. For example when people post everywhere and it isn't even usefull or anything to do with what the subforum is for. Kira for example

No let's be honest here, this is definitely not an useful option.

No let's be honest here, this is definitely not an useful option.

I don't mind if you block me, I'd block you too if you only put a wave of **** everywhere

B: No, that’s bad.
C: This a bad suggestion.
D: That’s what B just said.
C: Ups, sorry, I have him blocked.

this is actually quite good...

but the “block” in the sense of the word block dhould than be changed to “mute”
