unofficial tournaments with gem rewards

if i host one of these, will i have to tell xeno from the getgo or is it possible to just dm at the end something like "i request you give x gems to person y because they won my contest/tournament"

Well some of the staff can't, but developers can and the rest of the staff can message in the staff chat if someone wants gems transferred, so if you ask any staff member it will be done at some point.
