Why does this liquid base item\block act as a spike? I understand we're trying to have a different outlook on new items and etc but shouldn't it be like lava with a timer on it?
I just don't like the fact its instant death on touch when it's a liquid based "block"

But it's a liquid block.. It's like we just ignore that its a liquid.. Regardless of protection or not..
Liquid - a substance that flows freely but is of constant volume, having a consistency like that of water or oil.
Lava has water in it.. So does the toxic block - it's a liquid just like Mercury & Motor oil.
It even states within the tags that is it's a "fluid"

Yes, it's a liquid block, one that kills you, but allows free swimming when you have protection. Something that spikes don't allow- if you have protection and touch spikes, you simply move through them, but with toxic waste it essentially turns waste into water as long as you have protection.
Every liquid has been unique so far:
Water: floats you up, is safe
Mud: thick and sinks you down, safe
Lava: thick and sinks you down, and begins to burn you unless you hit water or protection. With protection, is almost like mud
Waste: insta-kill, but has water physics when you have protection
Each have their uses

If you add a timer like lava you could also like remove it altogether because then it's just lava. You can swim trough it for a short time and die without protect or you just swim with protect. I think it's nice because it's like a spike but you can use it as a way to go up to somewhere like a ladder but only for people with protection, and lava could also do that but that already has a timer so it could be cheated.

Yeah, it doesn't make much sense. In reboot we think of making lava instakill and toxic liquid that kills you after X seconds unless you get out of it.

Yes, it will break a lot of in-existent worlds that haven't been created yet because the reboot hasn't been released yet.

Toxic doesn't have water physics, I was doing a test with water and toxic and turns out that toxic is slightly slower
