why we still have mod discussion and topic gravyard on this forums?

it isnt used anymore we cant post in tpic gravyard and mod discussion is just  a dead topic used by mods

Those forums being unused doesn't mean that they should be trashed or hidden from the public.

The topic graveyard contains a lot of valuable content, which I would really hate if it were trashed.
And as it's name says, it's a graveyard. It's for dead topics, which you're only supposed to be able to view. What are you supposed to do in a graveyard in real life, other than to view the tombs of dead people?

The moderator discussion forum form my point of view, can be useful when it comes to forum moderation feature discussion which requires minimal intervention from the community (in the form of woots). No reason to get rid of it.
