The numbers represent all the "chains" which do not have any order to be completed.
Chain 1: At the beginning of the level, the 12 switch is Chloe's keys. Take them and give it to her (she is in the Eskimo District near the key replacement building)
Chain 2: Head over to the Leaf Sector, then talk to Kalie. Don't eat the cookies (you'll die) and then interact with him again to take the tray. Then, go talk to the gardener at Cloudberry Gardens. Finally, talk to Pete in his workshop on the Main Island.
Chain 3: Talk to the archeologist in Arcanum Antiquis, any interaction with a gate will do. Then head over to the multilingual man on the windmill in Roaring Heights and get the artifact. Head back over to the Archeologist and give it to her. Then head over to the Smeltery and Trading building (in the West Islands) and talk to Jose, then go upstairs to talk to Jake. Finally, head to the belly of the bridge and talk to the stuntman.
Chain 4: Remember the stuntman? Talk to him again and say you want to be just like him. Then, head over to Justin's apartment at West Islands. Afterwards, go to Lily's shop and buy some wooden planks. Go to Christy's apartment and give it to her as a shelf. Then, head over to Donny's pet shop and give her the rope. Then head over to Cloudberry Gardens and give the cricket to the Biologist. Go back to West islands, to the Police station and give the notepads to the police officer. Then give the telescope to the Astronomer at the top of the ladder at West Islands. Then go to Veva's store and give Veva the coupons for an extension string.
Chain 5: Go to Larry in Roaring Heights and ask him what the time is. Then head over to the Explorer and give him the clock for a compass.
After ALL OF THIS head over to Oliver's restaurant and ask where the hot air balloon is. You will get levitation and then you can enter the portal in your hot air balloon.
