Allow.. move their topic ... unless a moderator moved...

Allow any user to move their topic, if they noticed that they accidentally wrote it in the wrong subform (or HG, in your case category) unless a moderator moved it anywhere.

Mm, don't have high hopes for something like this turning out well. Topics belong in only one place. The cases where people will actually realize they misplaced it are very few. The cases where people will move their topics around for no sane reason that anyone can find would be much higher.

That sounds like a lot of "Hey what's this button do? ... Oh crap I can't put it back" waiting to happen.

if you will make that feature confusing and users dont know what to do, then that will happen.
