browser? I'm getting something peculiar with Firefox. The code seems uniquely complicated, considering it could probably just be using insert_text() like the rest of 'em

Just tested it and this is the case for all 3 major browsers (Firefox, Chrome, and Edge)

It's not a bug with the tag, it's a bug with the editor.

It indeed shouldn't do that, but the list tag button was made to be used when text is selected. You wouldn't want to make a list and then tediously add items for each line you want to add.
