sparklers are a form of fireworks. and they are for kids

fireworks in general are pretty dangerous and kids do stupid things and honestly... firework injuries would definitely go up if kids had them readily available

If the kid in question is away from any houses, pets, elderly relatives, toddlers, gas tanks, dry woodland and so on, then by all means give him/her fireworks and explain how they work.

And if the kid is so incredibly unintelligent that they are a danger to themselves, then either they’ll learn a few lessons or natural selection will do its thing.

We already have this, it’s called sparklers like already mentioned. Also those packs of random cheap tiny firework things that spin around or make sparkly fountains etc, when you light them.

Or they can celebrate new years like my grandpa did in his post-war childhood, by using abandoned Nazi armaments and explosives! He even told me that one kid blew off his fingers when playing with a grenade.
