I wouldn't really call machine learning a virtual intellect, but I guess it is close...
Currently we have the original types of AI, which are programs that do intelligent things, such as the old chess computers. Then there is the slightly more modern AI, which learns to get better at a specific task, such as predective typing on phones etc. Recently neural networks have become much more widely used, which are AIs that can do a wide range of tasks rather than just specific problems they were created to solve, improving themselves over time when fed training data. These are the closest we have to a 'virtual intellect', but I wouldn't go as far as saying that they rewrite themselves.
In the (maybe even near) future I think it will definately be possible to create a 'full' AI which thinks similar to us (or I guess similar to animals to start with), rather than just naively following a set of steps to find solutions to problems like current AIs do, although this gets a bit scary because there is no longer a real upper bound on what the AI can do

It's a big part of Core Wars. A bunch of programs are loaded into a chunk of looping memory together and have to kill each other. There's lots of strategies to doing this, almost all of them involve your program rewriting itself as it runs.
